Adds to existing law to establish provisions regarding the Hope and Opportunity Scholarship Act.
This proposed legislation known as the “Hope and Opportunity Scholarships Program,” would create Hope and Opportunity Scholarships (HOS) accounts for Idaho families with student(s) in Kindergarten through 12th grade. The act would allow education funding dollars to follow students so parents could access the education services and environments that work best for their children. Families can use funds for private tutoring; curriculum, tuition and fees at a private school; among other approved expenses. Funds will be allocated based on the total number of eligible applications received by the State Department of Education. Scholarships are worth eighty percent (80%) of the “most current available statewide average general maintenance and operations fund expenditures per full term average daily attendance as calculated by the department”. This amount is approximately $5,950 (State Department of Education 2019-2020 Financial Summaries 1 – General M & O fund expenditures per full term A.D.A. is $7,444).

Amends existing law to revise provisions regarding property that has changed in use.

It simply deletes a description of the land and its change in use as additions to the new construction roll and removes the obligation that taxing districts have had in the past to deduct any reduction in value resulting from a change of land use classification.

Relates to the appropriation to the Commission on Aging for fiscal years 2022 and 2023.
This is the FY 2023 original appropriation bill for the Commission on Aging. It appropriates a total of $19,735,400 and caps the number of authorized full-time equivalent positions at 14.00. For benefit costs, the bill increases the appropriated amount for health insurance by $850 to $12,500 per eligible full time FTP, includes a one-year holiday of unemployment insurance, and adjusts workers compensation amounts. The bill also provides funding for the equivalent of a 3% salary structure shift and provides $1.25 per FTP per hour to be distributed based on merit for change in employee compensation for permanent state employees. The bill funds four line items, which provide additional funds for a training specialist for outreach and trainings of the public on services offered by the agency, COVID-19 response including adult protective services and home delivered meals, service enhancement funds to assist activities like restoring senior's homes to a safe and livable condition, and funds a two pilot programs for dementia caregiver support. Also included in this bill is a onetime FY 2022 supplemental, which provides funding for senior center support, including upgrading facilities and appliances.

Amends existing law to prohibit disclosure of communications made during a peer support counseling session for first responders and to provide exceptions.
This legislation amends Idaho Code 9-203 to add peer support specialists to the list of confidential relations and communications. First responders go through traumatic events in the course of their employment. These traumatic events can take a mental and emotional toll on the first responder. Many first responders prefer to speak with a peer about these emotional issues that may arise. Currently, the communication between a first responder and a peer support specialist is not a confidential communication. This bill would allow first responders the ability to speak to a peer support specialist in a private and confidential setting.

Adds to existing law to provide that coronavirus vaccination-related accidents or injuries shall be compensable.
Whether or not an employer should mandate that an employee receive a vaccination is arguable, not settled, and this legislation should not be construed to indicate support for or against employer mandates. This legislation specifies that injuries arising from employer mandated vaccinations shall be compensable under the Idaho Workers Compensation laws.
