Amends existing law to increase fees for snowmobile use, to allocate such funds, and to establish a state snowmobile avalanche fund.
In order to snowmobile in Idaho, users are required to have a snowmobile use certificate, or sticker. Fees are primarily used to annually construct and maintain groomed snowmobile trails throughout Idaho, which are used and enjoyed by snowmobilers (who pay all the fees), dog sledders, cross-country skiers, snow-shoers, fat tire bicycles and others (who pay no fees). Funds are also used to maintain winter parking lots and toilets, which are used year-round by other users. Funds also support grooming huts and equipment purchases and labor. All fees are pay-to-play user fees that have not been increased since 2007. Increased fees will be used to support these programs, and to also add support to the state search and rescue fund and to assist Idaho Department of Lands with recreation management. $1 will also be set aside from each sticker to establish a statewide snowmobile avalanche fund. The avalanche fund will be used to support avalanche awareness education, avalanche forecasting, avalanche warning systems, and avalanche response throughout Idaho. This bill raises the resident use certificate fee to $45.50 (up from $32.50), the nonresident use certificate fee to $59.50 (up from $32.50), and the rental snowmobile use certificate fee to $75.50 (up from $62.50). This bill promotesthesafetyofwintersportsrecreation,whileitwillalsopromotes,enhancesandincreaseswintersports recreation opportunities. Snowmobiling’s economic impact to Idaho exceeds $197.5 million annually.

Relates to the appropriation to the State Appellate Public Defender for fiscal year 2022.
This is the FY 2022 original appropriation bill for the State Appellate Public Defender. It appropriates a total of $3,171,600 and caps the number of authorized full-time equivalent positions at 25.00. For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per eligible FTP, extends the holiday for the employer's sick leave contribution rate for another year, and restores funding for the employer's unemployment insurance contribution rate. The bill also provides funding for the equivalent of a 2% change in employee compensation for permanent state employees.

This Act requires the Idaho Department of Corrections to obtain a special use permit from a city or county prior to the placement and operation of any new reentry center.

Amends existing law to revise a provision regarding the installation of an ignition interlock device, to provide for a petition for relief in certain instances, and to revise provisions regarding judicial review.

Amends existing law to provide that testimony by child witnesses shall be presented by alternative methods under certain circumstances.
The purpose of this bill is to allow child witnesses to testify remotely in court. Currently, remote testimony is at the discretion of the presiding officer. Upon request from certain individuals, a court would be required to allow a child witness to testify remotely. This requirement would benefit the child and aid the judicial process by allowing child witnesses to testify in a more comfortable environment.
Amends existing law to prohibit the exchange of college credit for a student's vote.
Clarifies that employees of Idaho public Universities or College shall not offer extra credit to students to vote or not vote, or to influence a vote for or against a candidate or ballot measure.
Amends and adds to existing law to prohibit foreign contributions, independent expenditures, and electioneering communications.

Amends and adds to existing law to provide that an emergency or disaster declaration shall not be considered a compelling governmental interest sufficient to restrict parental rights.
This legislation further defines Idaho's Parental Rights statutes to state that an emergency order, disaster declaration, etc. cannot be deemed a compelling government interest that would allow abridgement of parental rights as described in 32-1013.

The purpose of this legislation is to adopt higher standards to fund public art display projects with taxpayer dollars. It will allow the public to be more involved in the decision-making process of taxpayer funded public art displays in their communities.
Amends existing law to provide for uniform electrical, mechanical, and plumbing codes throughout Idaho.
Amends and adds to existing law to revise provisions regarding voter identification verification.
Amends existing law to require sellers to accept cash as a method of payment along with any other accepted methods of payment.
This act guarantees consumers making purchases subject to Idaho's sales & use tax will have the option to pay in cash if that is their choice.
Relates to the appropriation to the Public Defense Commission for fiscal year 2022.

Relates to the appropriation to the Department of Correction for fiscal year 2022.
This is the FY 2022 original appropriation bill for the Department of Correction. It appropriates a total of $309,643,400 and caps the number of authorized full-time equivalent positions at 2,061.85. For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per eligible FTP, extends the holiday for the employer's sick leave contribution rate for another year, and restores funding for the employer's unemployment insurance contribution rate. Funding for replacement items includes $3,916,100 from dedicated funds for various items. The bill also provides funding for the equivalent of a 2% change in employee compensation for permanent state employees and a 2% upward shift in the compensation schedule. The bill funds five line items, which provide 32.00 FTP and $3,026,500 for operational costs associated with the expansion of the St. Anthony Work Camp; $2,410,500 for the replacement of the department's offender management system; $1,040,900 for population-driven costs; a reduction of $4,612,400 from the County and Out-of-State Placement Program for budget offsets; and $1,825,000 for a community intervention stations.
