The purpose of this bill is to set guidelines regarding the use of electronic devices while driving. After years of experience, it is apparent that electronic devices are highly distracting to drivers, who may be travelling as high as 80 miles per hour while holding a cell phone to an ear, viewing applications or covering both ears with headphones or ear pieces. Currently, there is no law at all that regulates use of such devices while driving, except for texting. This bill will make it a minor infraction to use electronic devices while operating a vehicle in motion.

Adds to existing law to provide for transparency for pharmacy benefit managers.
Pharmacy Benefits Managers (PBMs) are middlemen that were originally designed to reduce administrative costs for insurers, validate patient eligibility, administer plan benefits, as well as negotiate costs between pharmacies and health plans. Today PBMs have control over almost all aspects of the prescription drug transactions, with the three largest PBMs managing 78 percent of the prescription drug benefit transactions. The purpose of this legislation is to establish a Pharmacy Benefit Manager Transparency Act that includes registration and disclosure of information requirements. In addition, it would establish transparency of the covered prescription drug lists and the methodology that determines how reimbursement to the pharmacies is ultimately calculated.
Amends existing law to revise a provision regarding who may carry a concealed weapon.
Amends and adds to existing law to provide for fingerprint-based criminal background checks of certain applicants and licensees, to provide for the retention and destruction of certain fingerprints and to provide rights for certain fingerprinted individuals.

Amends existing law to revise a provision regarding employees who bring a civil action.
The purpose of this bill is to set guidelines regarding cases brought under what is commonly referred to as thewhistle-bloweract. Inthe1970s, Idahohadsovereignimmunity, whichpreventedpersonsfromsuingthe government. The state and political subdivisions agreed to waive sovereign immunity, but the legislature passed the Idaho Tort Claims Act in order to regulate claims against government. This bill clarifies that whistle-blower claims fall within the rules set by the tort claims act.
Appropriates an additional $25,000 to the Lava Hot Springs Foundation for fiscal year 2018.

Adds to existing law to provide for retrocession of civil or criminal jurisdiction for Indian tribes, to provide a process for retrocession and to provide limits for retrocession.
Appropriates additional moneys to the Idaho Transportation Department for fiscal year 2018.
This is an FY 2018 supplemental appropriation bill for the Idaho Transportation Department in the Capital Facilities Program. It provides an additional $1,381,300 in onetime capital outlay from the State Highway Fund for the purpose of repairing its District 3 maintenance shop.

Amends existing law to provide that a collection agency licensee, a collection agency or its agent or a creditor citizen may collect interest or incidental fees, charges or expenses if expressly authorized by the agreement creating the debt.
Through this amendment, the Idaho law will more closely mirror the federal regulation and will clarify several issues that collection agencies are faced with. The amendment adds subsection (b) and relabels subsections (c) through (f).
Repeals, amends and adds to existing law regarding the Idaho Unclaimed Property Act.
This proposed legislative change updates the Idaho Unclaimed Property Act recognizing new technology and processes used to re-unite unclaimed property with it's owners.
Amends, repeals and adds to existing law to revise provisions regarding the retail sale of liquor by the drink; to revise provisions governing the sale of beer; to revise provisions governing the County Option Kitchen and Table Wine Act; and to provide for clerk and server training.
Appropriates $3,324,400 to the Soil and Water Conservation Commission for fiscal year 2019; limits the number of authorized full-time equivalent positions to 21.75; and provides legislative intent regarding trustee and benefit payments distribution.

Appropriates $697,800 to the State Independent Living Council for fiscal year 2019; and limits the number of full-time equivalent positions to 4.00.
This is the FY 2019 original appropriation bill for the State Independent Living Council. It appropriates $697,800 and caps the number of authorized full-time equivalent positions at 4.00. For benefit costs, the bill removes $1,450 per eligible FTP to bring the annual employer contribution for health insurance down to $11,650 by including a two-month employee and employer premium holiday, adds a 6.8% increase for life insurance, and adjusts funding for workers' compensation in amounts that vary by agency. Inflationary adjustments include $700 for building rent increases. For statewide cost allocation, there is no fiscal impact, as risk management costs will decrease by $100, and State Controller fees will increase $100, for a net change of zero. This bill also provides funding for a 3% ongoing merit-based salary increase for permanent employees,tobedistributedatthediscretionoftheagencyhead. Thisbillfundstwolineitems: $6,600foran increase in an administrative fee charged by the Division of Vocational Rehabilitation for the Title VII grant; and $1,300 for IT/Telecommunications upgrades as recommended by the Office of the Chief Information Officer.
