This bill moves and expands a section of code that gives another option to the Master Teacher Premium Program by adding a new section 33-1004k. School districts can choose to participate in either the Master Teacher Premium Program where teachers earn premiums based upon portfolios and evaluations; or, choose to participate in the Master School Premium Program where teachers receive master premiums based upon students achieving academic goals set within the school district and approved by the State Board of Education. School districts can only participate in the Master Teacher Premium Program or in the Master School Premium Program

Amends existing law to revise apportionment in the Highway Distribution Account.

The purpose of this legislation is to transition Idaho State Police's funding component that they receive from gas tax to the General Fund. Currently the portion of funds that the Idaho State Police receives from the gas tax can only be used for specific purposes and requires significant effort from the Idaho State Police to ensure that those funds are spent appropriately. By transitioning these funds from a dedicated source to the General Fund, the Idaho State Police will be unencumbered in how they choose to allocate all of their funds.

Adds to existing law to provide for the Safe Routes to School Healthy Kids Program.

The purpose of this legislation is to improve the health and safety of Idaho school children by reducing the risk of traffic related injuries and fatalities suffered by children traveling to and from school. It will also increase access and opportunity for school children to reach recommended levels of physical activity, help children grow up at a healthy weight, reduce risks of chronic diseases such as cardiovascular disease, diabetes, and some cancers. Supported Safe Routes to School programs and projects build infrastructure and education programs providing access and encouragement for children to walk and bike to school safely. This creates the Safe Routes to School Healthy Kids Program administered by the Local Highway Technical Assistance Council (LHTAC).

This is the FY 2018 appropriation to the Department of Finance in the amount of $8,355,300 with full-time equivalent positions capped at 66. This appropriation includes benefit cost increases, Statewide Cost Allocation, a 3% CEC, and cybersecurity insurance. The 3% CEC is a merit-based increase in employee compensation for permanent employees to be distributed at the discretion of each director. Additionally, it includes $25,200 for rent increases at the MK Plaza under inflationary adjustments, and $148,100 for replacement items which include software subscriptions, network switches and network printers. This budget includes 2 line items. Line item 1 provides 1 FTP and $67,800 for an IT Programmer. Line item 2 provides $83,800 and 1 FTP for a New Financial Examiner. Overall, this budget is a 2.3% increase above the FY 2017 original appropriation. Section 2 of the bill provides intent language regarding the Idaho Residential Mortgage Practices Act.

Appropriates $753,600 to the Endowment Fund Investment Board for FY 2018 and caps the number of authorized full-time equivalent positions at 3.7. The source of funding is dedicated from charges to the funds invested by the board. The bill includes funding for the increased costs of health insurance, provides funding for replacement items, and accounts for an increase in statewide cost allocation. This bill includes an ongoing 3% merit-based increase in employee compensation for permanent employees. Three line-items are included. Line item 1 shifts $69,900 from the Miscellaneous Revenue Fund to the Endowment Earnings Reserve Administrative Fund to account for the proportion of time spent on the various portfolios. Line item 2 includes $36,800 one-time to double-fill the manager of investments position for 20 days and to pay off accrued vacation. Line item 3 provides funding to potentially increase the salary of the Manager of Investments by $30,000 (from $164,600 to $197,600). Lastly, the budget includes $100 for cybersecurity insurance. The bill authorizes a continuous appropriation for consulting fees, bank custodial fees, and portfolio-related external costs. It contains legislative intent recognizing the amount the State Land Board has approved for transfer into the income funds in FY 2018 and available for appropriation to the beneficiaries. The endowment distribution for public schools is up by 28.1% from last year due to the recognition of deferred gains. This amounts to $10,324,800 more than last year. The distribution for the other land endowments is the same as last year.

Idaho Code § 49-1229(5) relates to the applicable penalties for failing to drive a motor vehicle without the required motorvehicleinsurance. Thecurrentstatuteprovidesforaninfractiononthefirstoffenseandamisdemeanor on any subsequent offense within five (5) years of the first offense. This amendment will provide that the failure to carry the required motor vehicle insurance for a third time and any subsequent offense thereafter within five (5) years of the first offense will result in a felony.

Amends and adds to existing law to provide for the transfer of college credits at full value from one Idaho public college or university to another.

This legislation (i) provides that credits awarded students by regionally accredited postsecondary institutions in Idaho shall transfer to Idaho public colleges and universities at full value toward satisfaction of prerequisites and all other course requirements; (ii) codifies existing Board of Education credit transfer guidelines; (iii) provides that postsecondary career technical education credits shall transfer to Idaho public colleges and universities at full credit value and satisfy specific course requirements in like programs of study; (iv) provides that decisions by Idaho public colleges and universities not to transfer credits as requested by students shall be automatically reviewed by their presidents, the Board's designee and then the Board; (v) provides that Idaho's public colleges and universities shall not discriminate against applicants or existing students for seeking to transfer, or transferring, credits; (vi) provides that public colleges and universities shall publish current curriculum equivalencies of all courses on the state transfer web portal; (vii) preserves requirements pertaining to the number of credits which must be earned at an institution, and the amount of time it will take, to receive a degree; and (viii) make clear that the general transfer of credit provisions applicable to Idaho's public colleges and universities do not override specific statutory provisions pertaining to the transfer of career technical credits.
