Amends existing law to provide that a motor vehicle originally manufactured without a bracket, device or other means to display and secure a front license plate shall be allowed to display one plate attached to the rear of the vehicle.
Amends existing law to provide that the Board of Licensure of Professional Engineers and Professional Land Surveyors shall promulgate certain rules; and to provide that records of survey shall have certain minimum requirements.
Amends existing law to revise provisions regarding examinations and a candidate who fails an examination, and to provide that the licensure board may issue a restricted license to engineering faculty under certain conditions.
The amendment authorizes the Board to issue a professional engineering license to engineering faculty with an earned Ph.D. employed at any Idaho university without a written technical examination. The amendment also clarifies the requirements of professional examinations and clarifies the conditions of concerning reexamination for those failing on prior attempts. Fees for reexamination are removed.

Amends and adds to existing law to provide for electronic voter registration; to provide additional duties of the Idaho Transportation Department upon request of the Secretary of State; and to provide references to registration applications.
This legislation authorizes the Secretary of State to develop and implement an on-line voter registration application. In order to register on-line, a person would be required to have an Idaho driver's license or ID card. A digital copy of the signature from the State driver's license would be provided by the Department of Transportation and become a part of the voter registration data-base.

Adds to existing law to prohibit unfair practices by insurance companies in auto body repair, with exceptions.
Amends existing law to provide that a purchaser at a trustee's sale shall be entitled to dispose of titled or nontitled personal property under certain conditions.
This legislation clarifies that following the tenth day of a trustee's sale the purchaser may remove any non-titled personal property remaining in unoccupied premises and place in suitable storage for a period of 90 days. Before disposing of any personal property from the unoccupied premises, the purchaser shall provide both a written notice to the last known occupant and a posted notice to the premises. The notice shall describe the personal property which was collected and the contact information for the retrieval of said personal property. If the owner of the personal property fails to claim the property in 90 days, the purchaser may dispose of the property and shall have no further liability regarding said property.

Adds to existing law to provide that life insurers shall offer lapse or termination protection to holders of life insurance policies.
Amends existing law to provide conditions when attorney''s fees and costs may accrue and may be assessed or collected.
This legislation clarifies that Home Owners' Associations may only seek attorney's fees and costs from a property owner after the property owner has had the opportunity to cure any violation. A court may determine the reasonableness of attorney's fees assessed by an association. The prevailing party in a dispute may be awarded attorney's fees and costs.
