Amends existing law to revise a provision regarding a certain limitation for public works projects.
This legislation increases the limit for delegation of public works projects from $150,000 to $500,000. The limit has not been increased since 1996. Delegation of projects is requested by agencies based on their in-house project management capability with approval at the discretion of the permanent building fund advisory council.
Amends existing law to establish a Public Assistance Fraud Control Unit in the Idaho State Police.
Adds to existing law to provide for a delegation of parental powers to a temporary caregiver through a power of attorney and to provide requirements for temporary care assistance programs.
This legislation permits a parent or guardian to use the assistance of a temporary care assistance program operated by a qualified nonprofit organization to identify an appropriate and safe approved temporary caregiver towhomtheparentorguardiancanchoosetodelegatetemporarycareresponsibilityofaminorthroughapower of attorney.

Amends, repeals, and adds to existing law to establish a restructured public defense system in this state consisting of the State Board of Public Defense, the Office of the State Chief Public Defender, the District Offices of Public Defense, and the Judicial District Oversight Boards.

Amends existing law to revise the penalties for city and county ordinances and to prohibit the issuance of certain orders and proclamations.

Amends existing law to provide certain exemptions regarding electrical contractors and journeymen and to provide for preemption of local jurisdictions and the state fire marshal as to such exemptions.
This legislation will put two exemptions in Idaho code. The first exemption will allow firefighters to replace smoke detectors and carbon monoxide detectors in one and two family dwellings. Secondly, this legislation will provide an exemption for the installation or replacement of a fire alarm panel communication device.
Amends existing law to revise the definitions of “disaster” and “militia” and to define “epidemic” and “pandemic.”
Amends existing law to provide that persons qualified to drive school buses who have retired may be rehired while still receiving PERSI benefits.

Relates to the appropriation to the Idaho State Police for fiscal year 2021.
This is an FY 2021 supplemental appropriation bill for the Idaho State Police. It provides funding for money counters, non-uniform clothing allowance, a remote residential housing unit, rifles with suppressors, cold weather jackets, electronic road flare systems, laser safety goggles, riot batons, body cameras, and a download station.

Amends existing law to revise provisions regarding the market value of a residential property on appeal by a taxpayer.
This legislation provides that if a property owner has evidence of an arm's length transaction price on a property transaction within the previous 12 months, the arm's length transaction price shall be considered the market value of that property for assessment purposes.

Adds to existing law to prohibit the use of public funds for abortion.
The proposed legislation ensures taxpayer dollars do not support the abortion industry by prohibiting the expenditure of taxpayer dollars to abortion providers. It prohibits public contracting or participating in any commercial transaction with an abortion provider. The legislation also prohibits the use of any public asset or employee to procure, counsel in favor, refer to, or perform an abortion. These prohibitions apply to all units of government in Idaho including state, county, municipal, public health districts, and public school districts. Intentional non-compliance is subject to prosecution under the state's misuse of public funds statute. Medicaid is not implicated in this legislation.
