Amends existing law to revise the definition of “deadly weapon” and to revise provisions regarding the carrying of concealed weapons.
This legislation corrects and clarifies some confusing and inconsistent aspects of Idaho Code Section 18-3302 dealing with concealed weapons. This legislation also changes the length of knife blade excluded from the definition of deadly weapon from four (4) inches to six (6) inches.

Amends existing law to revise provisions regarding child custody to emphasize equal, shared parenting time.
The proposed legislation clarifies the existing guidance provided to family law judges with regards to child custody. By providing a clear starting point in custody cases - a rebuttable presumption of equal shared parenting for willing, fit, and able parents - custody decisions in Idaho will be more consistent, fair, and in the best interest of the child. The proposed legislation clarifies and expands factors to consider when determining what is in the best interest of the children. This provides the court with greater insight into each individual custody case to ensure that the need of the child to have a regular, consistent, stable and meaningful relationships with each parent is met. To ensure the healthiest environment for the child the proposed legislation expands the list of exceptions for extreme situations. The current statute contains an exceptiononlyfordomesticviolence. Thislegislationaddsexceptionswhenaparentisfoundtohaveabused a child or if a parent is found to have committed custodial interference.

Amends Idaho Code Section 18-3302(4) to lower the age limit for concealed carrying of a handgun within city limits to 18 years old and over.

Relates to the appropriation to the Soil and Water Conservation Commission for fiscal year 2020.
This is the FY 2020 original appropriation bill for the Soil and Water Conservation Commission. It appropriates a total of $3,437,100 and caps the number of authorized full-time equivalent positions at 21.75. For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily reduces the rate agencies pay the Division of Human Resources for its services. Inflationary adjustments include $700 for rent at the Water Center in Boise. Funding for replacement items includes $26,600 for a replacement vehicle. For statewide cost allocation, $34,900 is provided. The bill also provides funding for the equivalent of a 3% change in employee compensation for permanent employees, with a minimum increase of $550 for each employee and the remaining amount to be distributed based on merit. Funding for a 3% upward shift in the compensation schedule is also included. The bill funds three line items, which provide: $400 for GOV TECH 1 Core Network Equipment Replacement; $1,000 for GOV TECH 2 Mobile DeviceSecurity;and$16,300forGOVTECH4DepartmentofAdministrationBillings. Itincludeslanguage regarding the distribution of $100,000 in trustee and benefit payments to the 50 soil and water conservation districts.

Amends existing law to authorize a peace officer to arrest a person without a warrant in certain instances.
Last year, the legislature update §18-3302 to provide for a misdemeanor charge to willful threats of violence directed at schools, school venues, school buses, school staff and/or students to include electronic means. This legislation would allow peace officers to place a person who willfully threatens violence at schools into custody for evaluation.

Relates to the appropriation to the Public Schools Educational Support Program's Division of Children's Programs for fiscal year 2020.
This is the FY 2020 original appropriation bill for the Division of Children's Programs of the Public Schools Educational Support Program. It appropriates $329,286,900. This budget includes nondiscretionary adjustments from the General Fund of $5,435,800, which is comprised of an increase of $2,065,700 for the Idaho Digital Learning Academy, an increase of $370,100 for exceptional contracts and tuition equivalents, and an increase of $3,000,000 for the Advanced Opportunities Program. The bill funds two line items, which provide $13,156,500 for literacy proficiency programs and $650,000 for content, curriculum, and credit recovery programs. This appropriation is a 6.2% increase over last year.

For the Board of Nursing: $5,500 for six cell phones; 1.00 FTP and $49,200 for an administrative assistant; and $3,300 for Microsoft Office 365. For the Board of Pharmacy: $19,600 for licensing system maintenance and $4,800 for Microsoft Office 365. For the Governor's Technology Initiatives across the five agencies, the bill includes $4,300 for network equipment replacement,$25,200formobiledevicesecurity,and$41,100forOfficeofInformationTechnologyServices billings.
