Amends existing law to revise provisions regarding contracts with providers of dental services.

This Legislation will clarify current language in Idaho Code that a dental plan contracting with a dentist cannot set the rate for a procedure that is not covered by that contract. The proposed bill further defines that covered services are services that a dental contracting with a dentist is liable for paying either in part or in whole. The bill will apply to any dental plan contract which is issued after December 31, 2018. Existing contracts will be brought into compliance on the next anniversary date, renewal date, or the expiration date of the applicable contract.

This legislation seeks to clarify sections of Idaho Code that manage the relationships and actions between landlords and tenants. Broadens the definition of unlawful detainer to reflect modern operations and standardizesevictionprocessforalltypes. Standardizestheopportunityforacontinuanceacrossalleviction types. The bill also ensures a tenant will be informed of the reasons for the eviction. The bill updates our laws to allow damages to be awarded at the same time as the order of restitution. This will streamline the process and make it easier to hold tenants accountable for default. The bill clarifies what a tenant must do to file an action against a landlord. It gives a tenant language to use when enforcing a statutory remedy for landlord breach. It creates a process for tenants to notify landlords with a 5-day notice of failure to send security deposit and provides for damages and remedies if a landlord does not comply within the 5 days, including the award of three times the deposit amount. With respect to deposits, the bill would require 3rd party managers to hold security deposits in trust. The bill creates a new abandoned premises definition and process as well as an abandoned property definition and disbursement process and allows for an extension of time for abandoned property to be held when extenuating circumstances such as a death have occurred.

This is the FY 2019 original appropriation bill for the STEM Action Center. It appropriates $4,676,600 and caps the number of authorized full-time equivalent positions at 6.00. For benefit costs, the bill removes $1,450 per eligible FTP to bring the annual employer contribution for health insurance down to $11,650 by including a two-month employee and employer premium holiday, adds a 6.8% increase for life insurance, andadjustsfundingforworkers'compensationinamountsthatvarybyagency. Forstatewidecostallocation, $1,200isprovided,StateControllerfeeswillincreaseby$800andStateTreasurerfeeswillincreaseby$400. The bill also provides funding for a 3% ongoing merit-based salary increase for permanent employees, to be distributed at the discretion of the agency head and a 3% increase in the compensation schedule. The bill funds four line items, which provide: 1.00 FTP and $85,100 from the General Fund ($78,500 ongoing, $6,600 onetime) for a financial officer position that would have responsibilities for the agency's budget, grants, and financial inquiries currently handled by the Division of Financial Management; 1.00 FTP for a senior research analyst that would conduct research and project development as well as analyze collected data; and $1,800 from the General Fund ($900 ongoing, $900 onetime) for IT and telecommunication support services provided by the Department of Administration. The budget also includes the transfer of $2,000,000 onetime from the General Fund to the STEM Education Fund for the Computer Science Initiative to promote computer science activities in schools and communities.
