Amends existing law to provide for investigation by a county assessor into a person's entitlement to the homestead tax exemption.
This legislation enables the Tax Commission to disclose relevant information to the county assessors to assure that residents of Idaho receive only one homeowners' exemption. It also provides for an appeal process for homeowners who are denied a homeowners' exemption.

This legislation protects an employee’s medical privacy. An employee does not have to disclose medical information to an employer unless the requested information is identified at or around the time of hire and said information is necessary to determine if the prospective employee can perform the essential functions of the job to which they are being considered. This legislation also provides for specific exemptions.

The purpose of this bill is to streamline the worker's compensation settlement process for the involved parties, employers and injured workers, who choose to settle their respective claims, rather than go to hearing (trial). Currently, the settlement process is cumbersome, slow, and private party agreements require approval of the Industrial Commissioners. This bill eliminates the requirement of approval of the Industrial Commissioners, except for settlements involving minors, legally incompetent persons, or when either party is not represented by an attorney, The Industrial Commission would still require the parties to submit information regarding settlements.

Amends existing law to revise provisions regarding membership of and appointments to the Judicial Council and to revise a certain duty of the Judicial Council regarding a vacancy on the Council.
Amends existing law to provide for compensation increases based on performance as well as consideration of certain internal and external factors.
The purpose of this legislation is to allow for flexibility and clarification within established compensation practices. Currently, all employee compensation increases require a satisfactory performance evaluation on file prior to granting the increase. The requirement of an evaluation restricts an agency from giving salary increases when necessary for internal equity or external market changes. Language will be added in 67-5309 and 59-1603 to clarify that salary increases based on performance require a current evaluation to be on file and that other salary increases may be given based on internal equity or external market changes. This will allow agency heads to recruit and retain state employees more effectively.
Amends and adds to existing law to provide for Idaho's participation in the Audiology and Speech-Language Pathology Interstate Compact and to provide that applicants for audiology and speech-language pathology licensure shall submit fingerprints.
Adds to existing law to prohibit proof of vaccination for certain purposes and to provide exceptions.
