The average individual pays approximately $124 per year in sales tax on groceries. This change will essentially offset the sales tax paid on groceries by all Idaho citizens.

This legislation aims to allow registered contractors the option to place their registration on inactive status, relieving the registrant from the requirement to maintain insurance during this period. The proposed legislation would require a registrant to provide proof of current insurance to return to active status. Additionally, the removal from the grounds for discipline of gross negligence and reckless conduct intends to eliminate a provision which is difficult and costly to establish, as well as enforce, and ultimately only bans bad actors from holding a registration, not from working in the contracting industry.

This legislation defines the term "willful or reckless misconduct," as used in Idaho Code Title 6, Chapter 16. A recent Idaho Supreme Court case noted the absence of a definition, which has caused uncertainty concerning the proper definition. Defining the term is important in order to bring clarity to Idaho liability laws.

The purpose of this legislation is to change Idaho Code prohibiting exploding targets during the designated fire season. Exploding targets refers to a device designed for use as a target consisting of a substance or substances capable of exploding or igniting when struck by a projectile. The use of these devices has caused catastrophic wildfires that have endangered lives, burned hundreds of thousandsofacresandcostmillionsofdollars. ThislegislationwouldexpandIdahoCodetoprohibitexploding targets on any state land, classify the crime as a misdemeanor, and reiteraters a judge's discretion for sentencing termsandcostrecoveryfordamages. Thislegislationdoesnotapplytoprivatepropertyoranypublicorprivate shooting range that has a permit or governmental approval.
