Amends existing law to provide that capital gains and losses on precious metals bullion and monetized bullion sales be added to or subtracted from Idaho taxable income under certain circumstances.

The framers of our nation established that gold and silver are money, but federal taxing authorities in recent decades have required taxpayers to report nominal capital "gains" and "losses" when exchanging this form of money for Federal Reserve Notes. Idaho already exempts precious metals sales from the sales tax. This bill will exempt the sale of precious metals bullion from being subject to capital gains.

Amends existing law to revise the amount remitted to the District Court Fund from certain fines and forfeitures.

The intent of this legislation is to re-direct twenty two and one half percent of monies from fines and forfeitures remitted for state motor vehicle violations and DUI's from the public school income fund to the Supreme Court Fund. This move is in alignment with historical motives of using these monies for court services.

Amends existing law to provide that a licensee may practice event styling or demonstrate the use of thermal styling equipment away from a licensed presence.

This legislation is a trailer to House Bill 139. That bill combined cosmetology and barber occupational licensure boards. The bill also decreased barriers to employment by exempting from licensure individuals who engage only in event styling and exempting from licensure businesses that only provide demonstrations of thermal styling products. Because House Bill 139 will take effect July 1, those individuals engaged in these business practices would be denied employment opportunities until the law takes effect. This bill would allow those exemptions to take effect from and after passage and approval. The bill would be null and void on July 1, when House Bill 139 takes effect.

Proposed amendments would provide clarification regarding the definition of personally identifiable student data and the combination of data elements that allows for the student to be identified as opposed to data elements that, when used as a standalone data set, cannot be tied back to a student; amend terms used in Section 33-120, Idaho Code to make them consistent with terms used in Section 33-133, Idaho Code, and make additional technical corrections.

Amends existing law to provide that when requests are made that new routes be designated for travel by certain vehicles, the authority having jurisdiction may analyze the safety and feasibility of adding such routes.

When a local entity chooses to evaluate whether to allow vehicles weighing up to 129,000 pounds on a particular route, the authority of when and how this decision is made is left up to that local jurisdiction. This proposal makes a one-word change that clarifies the local control to highway jurisdictions by neither prohibiting nor requiring multiple feasibility studies.
