Relates to the appropriation to the Public Schools Educational Support Program's Division of Teachers and Division of Children's Programs for fiscal year 2022.
This is an FY 2022 supplemental appropriation bill for the Public Schools Educational Support Program. The bill includes additional funding for the Teachers Division and the Children's Programs Division. Teachers Division: Funding from the General Fund is provided to 1) fulfill the statutory requirements for the Career Ladder (see Section 33-1004B, Idaho Code) and 2) to account for added costs with counting students with enrollment instead of by attendance as was approved in the temporary State Board of Education rule. Children'sProgramsDivision: FundingfromtheGeneralFundisprovidedtoaccountforincreasedenrollments at the Idaho Digital Learning Academy. Funding from Federal Grant Fund is provided to account for the increased costs to provide meals to all Idaho students throughout the remainder of the 2021-2022 school year and for the 2022 summer programs.

This is a FY 2022 supplemental appropriation bill for the Military Division. It provides funding for upgrades related to the Next Generation 9-1-1 Program, maintenance and upgrades to the state microwave radio system, and a fire spending audit.

It addresses the fiscal impact of H702, which changed the distribution of money derived from each license endorsement between big game depredationandsportsman'saccess,aswellaschangedtheannuallimitforanyindividualbiggamedepredation claim from a percent of the annual appropriation to a fixed amount.

Amends existing law to increase the salaries of members of the Public Utilities Commission; to increase the salaries of members of the State Tax Commission; to increase the salaries of members of the Industrial Commission; appropriates an additional $20,800 to the Public Utilities Commission for commissioner salaries; appropriates an additional $25,700 to the State Tax Commission for commissioner salaries; and appropriates an additional $20,200 to the Industrial Commission for commissioner salaries.
This legislation provides for a five percent (5%) increase in the annual salary of each of the Public Utilities Commissioners, State Tax Commissioners, and Industrial Commissioners effective July 1, 2023. The salary of each of the three Public Utilities Commissioners is statutorily raised from $114,520 to $120,246. The salary of each of the four State Tax Commissioners is statutorily raised from $106,072 to $111,376. The salary of each of the three Industrial Commissioners is statutorily raised from $111,470 to $117,044. This legislation also provides an appropriation for the increased cost to each agency for salary and benefits for each of the ten commissioners.

This is an FY 2022 supplemental appropriation bill for the Office of the State Board of Education and provides for a total increase of $1,057,800. This supplemental includes three separate actions taken by the Joint Finance Appropriations Committee included in the table below. The supplemental for office space for new employees included $7,800 from the General Fund to occupy space in the Capitol Mall for employees of the Office of the State Board of Education. The supplemental for Arts in Public Schools includes $1,000,000 from the General Fund to provide onetime grant funding to public elementary, middle, and high schools. Grants will be provided to expand fine arts, performing arts, and design courses and will be administered in collaboration with the Idaho Commission for the Arts. Finally, the supplemental for Idaho Cattle Foundation Funds includes $50,000 from dedicated funds to make grants for agricultural research and education programs pursuant to Section 25-1174, Idaho Code.
