The Maternal Mortality Review Committee (MMRC) was established by the Legislature in 2019 with a sunset date of July 1, 2023. The work of the MMRC over the past three years has shown the importance of having an Idaho-specific MMRC that reviews maternal deaths in the state and makes recommendations to improve health services for new and expecting mothers across the state. This bill will remove the MMRC's sunset date and allow the MMRC to continue its work improving the health of Idaho's mothers and their babies.
Amends existing law to define terms and to revise provisions regarding the retention of municipal media recordings and law enforcement media recordings.
This legislation amends Section 50-907, Idaho Code, regarding public record retention of video files. Currently, Idaho Code defines "permanent records," "semi-permanent records," "temporary records," and historical records. This legislation adds two additional categories; "municipal media recordings," and "law enforcement media recordings" and defines each new category. The purpose of adding the additional categories is to preserve existing statutes and documents with the current time requirements, while allowing municipalities to discard video recordings that do not have evidentiary value in order to reduce city expenses passed on to citizens who often pay for the storage of valueless video with property tax revenue.

Amends and adds to existing law to prohibit a child protection investigation based on a child's immunization status and to provide that a court shall not grant an order terminating a parent and child relationship based on a child's immunization status.
A new section is added to Idaho Code (16-1618A) to prohibit investigations and court orders terminating a parent's relationship with their child based on the child's immunization status.

Relates to the appropriation to the State Board of Education for Community Colleges for fiscal year 2024.
This is the FY 2024 original appropriation bill for the Community Colleges. It appropriates a total of $61,710,500. The bill provides for a net increase of $51,100 for the enrollment workload adjustment (EWA). The College of Western Idaho was held harmless for 50%, or $383,000 of their calculated EWA decrease for the purpose of standing up a new entrepreneurial program at the college. The bill also funds six line items, which provide $82,200 for compensation equalization at the College of Eastern Idaho, $261,000 for compensation equalization at the College of Southern Idaho, $303,700 for increased nursing capacity at the College of Western Idaho (CWI), $447,300 for increased STEM student capacity at CWI, $294,800 for student outreach and recruitment at CWI, and $454,300 for an additional CEC at all four institutions.

This legislation adds a new chapter to Title 19, Idaho Code, to provide for the enforcement of federal immigration law, and provides procedures for the Idaho Attorney General to seek equitable relief from a government entity found in violation of Title 19, Idaho Code.

Amends existing law to revise deadlines for the transmission of certain court fees to the state treasurer.
County clerks are required to collect court fees and send them to the State each month. For most fees, the date by which clerks must send payments was recently changed from the 5th day of each month to the 15th day each month. For consistency, this bill would shift the dates for eight remaining fees from the 5th day of each month to the 15th day each month.

Amends existing law to revise a provision regarding the payment of a fee to change court venue.
When a court case is moved from one venue to another, county clerks must collect a change of venue filing fee. This bill would allow the fee to be paid to and retained by the original court, so that it can be paid at the same time the motion for change of venue is filed.

Amends existing law to increase the value of the homestead that is exempt from debt collection.
This legislation adjusts the statutory homestead limits allowed for debtors to respond to inflation.
Amends existing law to revise provisions regarding underground facilities damage prevention.
Under current damage prevention statute there is not a definition for or direction about how to handle an emergency excavation. This legislation further defines “emergency” (relatively to this chapter of law), “emergency excavation” and “notice of emergency excavation” and establishes a process for underground facility owners to handle an emergency excavation. It also extends the length of time a maintained surface-marking for utility facilities is valid from 3 weeks to 4 weeks.
Adds to existing law to provide for eduation savings accounts.

Adds to existing law to provide that fees imposed on residential tenants shall be reasonable and to prohibit certain fees, fines, assessments, interests, and other costs.
The proposed legislation requires rental fees to be enumerated in a lease agreement or other written agreement, and that fees be reasonable.

This legislation provides clarification to authorize the Idaho Department of Health & Welfare to submit the fingerprints of temporary caregivers to the Federal Bureau of Investigation (FBI) to process a criminal history andbackgroundcheckasperIdahoCode§56-1004A,CriminalHistoryandBackgroundChecks. Thestatutory update is needed in order to add this category of caregivers as an approved group per FBI requirements.
