The new authority is confined to holding gold and silver directly and in a manner that does not assume the counterparty risks involved with other current state holdings, such as corporate bonds, treasury bills, and other debt instruments. This measure does not empower the State Treasurer to invest in paper instruments, futures contracts, or other gold and silver derivatives. The authority is confined to physical gold and silver, directly owned by the state and stored in a secure depository.

Amends existing law to eliminate the registration sticker program and related provisions.
Amends existing law to revise provisions regarding personal delivery devices.
This legislation relates to personal delivery devices, amending section 40-2305, Idaho Code, on where the devices can operate and section 49-117, Idaho Code, to revise the definitions to allow for devices from different manufacturers under the statute. The legislation also contains an emergency clause that puts it into full force and effect on or after July 1, 2022.

Amends existing law to remove a code reference regarding district judges.
This is one of a series of bills the Supreme Court has recommended in its annual report to the Governor concerning defects or omissions in the laws, as required by article V, section 25 of the Idaho Constitution. The statute pertaining to jurisdiction in divorce proceedings, I.C. § 32-715, applies the powers and jurisdiction of district judges to such proceedings. However, this statute errantly states that a district judge’s powers and jurisdiction are granted by “section 1-901.” I.C. § 1-901 was repealed in 1975, and since there are now several statutory sections relating to a district judge’s powers and jurisdiction, the inaccurate reference to the repealed section (I.C. § 1-901) should be removed.

Adds to existing law to prohibit the collection of ballots and to provide exceptions.
This legislation addresses the issue of "ballot harvesting" - which is the practice of third party individuals and groups, many of them political activists or political parties, "harvesting" absentee or mail ballots from voters and then delivering them to election officials for processing and counting. This legislation would prohibit this practice by limiting ballot handling to those authorized to do so pursuant to Idaho law. Idaho does not currently experience significant problems with ballot harvesting. However, it has become a widespread practice in some other states, where its practice places many voters' ballots, and the sanctity of their vote, into the hands of those who may have a conflicted interest in the election's outcome. These individuals may have a political incentive to deliver to the county clerk certain ballots, but not others, based on the ballot harvester's perception or knowledge of the voter's choices. The specifics of this legislation are based on the recommendations of the bipartisan Commission on Federal Election Reform, in their 2005 report Building Confidence in U.S. Elections. The legislation would limit ballot handling to election officials, U.S. Mail carriers, employees of nationwide parcel delivery businesses, and acknowledged family members.
