This legislation amends Section 33-118, Idaho Code, regarding courses of study and content standards for public schools. This legislation effectively repeals Common Core as a state requirement for school districts. When the State Board of Education uses Common Core standards, districts may adopt alternative content standards and associated curricular materials.

Adds to existing law to provide that a student sounding taps at a military honors funeral held in this state for a deceased veteran shall be allowed an excused absence, to provide for notice, to provide for the effect on the calculation of daily attendance and compulsory attendance and to provide for the completion of school work.
The purpose of this new legislation is to allow a student (grades 6-12) to play "Taps" at a military honors funeral for a deceased veteran. The student will be allowed an excused absence for the time away from school, but the student is required to make up any missed assignments.

This proposed legislation adds a new section to the higher education code Chapter 37, Title 33. This legislation will prohibit certain restrictions of speech by higher education institutes that receive funding from the state.

Adds to existing law to require the consent of the Legislature to enter into certain cost-sharing agreements and grants.
The intent of this legislation is to require state agencies, state agents or state employees, to obtain legislative approval before entering into federal cost-sharing agreements and grants that would obligate the state of Idaho to any explicit or implied maintenance of efforts requirement. Maintenance of efforts would include expenditure of state funds and regulatory actions.

Amends existing law to revise provisions regarding pecuniary benefits to public servants, to revise an exception and to remove a certain exception.
This Legislation is an update to Idaho's Current law relating to public servants and pecuniary benefits received from lobbyist. This bill will set a limit for gift-giving at the required reporting rate for lobbyists.

Amends, adds to and repeals existing law to provide for when homicide, use of deadly force and self-defense are justifiable.
Amends existing law to provide for personalized labels and customized private labels under certain conditions.
This legislation would allow wineries and vintners to use customized private labels on wines for hotels and restaurants that are produced by that winery or vintner, and personalized private labels on wines for consumers that are produced by that winery or vintner. Federal labeling standards shall be followed and the label approved by the Alcohol and Tobacco Tax and Trade Bureau of the United States Department of the Treasury.

Amends existing law to provide that capital gains and losses on precious metal bullion and monetized bullion sales be added to or subtracted from Idaho taxable income under certain circumstances.
The framers of our nation established that gold and silver are money, but federal taxing authorities in recent decades have required taxpayers to report nominal capital "gains" and "losses" when exchanging this form of money for Federal Reserve Notes. Idaho already exempts precious metals sales from the sales tax. This bill will exempt the sale of precious metals bullion from being subject to capital gains.

Amends existing law to require that a real estate sales associate shall provide a copy of certain documents to a designated broker by a certain time.
Amends existing law to provide continuing education requirements for real estate brokers and salespersons, and to require approval of persons teaching broker renewal courses.
Amends existing law to revise certain supplier violation provisions; to provide that the fact a dealer agreement allows an event, act or omission does not control whether such event, act or omission resulted in a substantial change in the dealer's competitive circumstances; to provide that a supplier shall provide written notice to an equipment dealer of any substantial change in the dealer's competitive circumstances; and to provide for content of the notice.
The purpose of this legislation is to provide clarification of the original legislative intent of the Idaho Equipment Dealer Protection Statute by prohibiting equipment suppliers from substantially changing the equipment dealer's competitive circumstances without good cause. This legislation also adds clarity to ensure that persons interpreting this statute understand that the terms of a dealer agreement may not impact the determination of whether there has been a substantial change in the dealer's competitive circumstances.
Amends existing law to authorize the investment board or investment managers to take certain actions with respect to the investment of certain public funds with the approval of the State Board of Land Commissioners.

Adds to and amends existing law to authorize application for a certain waiver, to provide that the Board of Directors of the Idaho Individual High Risk Reinsurance Pool shall take certain action, to provide medical assistance eligibility for certain individuals and to provide that the Department of Health and Welfare will establish certain premiums and work requirements.
Repeals, adds to and amends existing law to provide for applicability of the Internal Revenue Code to different tax years; to revise the calculation of a net operating loss; to revise the calculation of net taxable income for corporations; to reduce the individual and corporate income tax rate; and to provide for a child tax credit.
