Adds to existing law to require the consent of the Legislature to enter into certain cost-sharing agreements and grants.

The intent of this legislation is to require state agencies, state agents or state employees, to obtain legislative approval before entering into federal cost-sharing agreements and grants that would obligate the state of Idaho to any explicit or implied maintenance of efforts requirement. Maintenance of efforts would include expenditure of state funds and regulatory actions.
