Amends existing law to provide that write-in ballots shall not be counted in a presidential primary election.

This legislation addresses election procedures related to the Presidential Primary Election. The legislation clarifies that no write-in candidates will be allowed for the Presidential Primary and that a ballot is not required to be printed for any party that has only one candidate for president. The legislation also moves the last day for a person to change party affiliation or to become unaffiliated to the second Friday in February of the even-numbered year, making the cut-off date prior to the Presidential Primary.

Amends existing law to provide an appeals process for a taxpayer when an assessor has determined that a property no longer meets the criteria of forest land.

The purpose of this legislation is to protect taxpayers by establishing an appeals procedure should a county assessor believe a change to use or ownership has resulted in the loss of designation as timber land. Also, the assessor would not be allowed to provide the deferred tax amount to the county treasurer until the appeal process is completed.
