Amends existing law to revise provisions regarding a property tax exemption for low-income housing provided by nonprofit corporations.
This legislation amends and updates current statute, 63-602GG, Idaho code, which provides a property tax exemption for qualified workforce and affordable housing developments in Idaho. It allows non-profit organizations to partner with for profit entities on affordable housing projects and take advantage of other federal incentives for development. The proposed legislation also ensures the burden of new workforce housing construction will not negatively impact other local property taxpayers.

Amends existing law to provide for the taxation of electronic smoking products and devices and to allocate those tax revenues.
Amends, repeals, and adds to existing law to provide for certain electrical codes, to revise provisions regarding electricians and apprentices, and to establish residential electrician licensure.
This legislation addresses a number of different portions of Idaho electrical statutes: It creates the Idaho Electrical Code and adopts the 2023 version of the National Electric Code, with any previously accepted exclusions; creates a residential electrician license classification; defines what a residential electrical setting is; expands the scope of work for a journeyman electrician; expands who an electrical contractor may employ; limits the number of years a person can be an apprentice electrician; amends the electrical apprenticeship ratio; removes the continuing education requirement from apprentice electricians; increases the penalty for a violation of these statutes; affirms that the state of Idaho has the sole authority to establish apprenticeship ratios.

Also included in this bill is a FY 2023 supplemental, which provides an additional $5,000,000 onetime for the Water Quality Program for Agriculture.

Amends existing law to revise the definition of “abortion” and to provide that certain actions and attempts shall not be considered criminal abortions.
This legislation amends Idaho Code, Section 18-622 to eliminate the trigger provision and change the affirmative defense structure of the law into an objective standard. Specific exceptions with regard to life threatening conditions are also further defined. The legislation also provides additional clarifying language with regard to the reporting standard on rape and incest.
Amends existing law to provide for the consideration of forensic scientific evidence.
This legislation would provide a way to have a criminal conviction set aside where said conviction was based on subsequently-discredited scientific evidence.
