Amends and adds to exisitng law to establish a right to repair electronic equipment and provides that an original equipment manufacturer that fails to allow for a right to repair commits an unfair trade practice as well as an unfair restraint of trade.
Adds to existing law to provide for flexible school schedules for academically advanced elementary school students.
This bill encourages parents to be involved in their elementary child's education and partner with public school teachers. If an elementary school student can get one year ahead in their academic studies, the parents can negotiate a flexible attendance schedule to supplement the public school curriculum and for other family activities. The bill has a mechanism so schools will not lose funding, how to determine if the child is advanced, and makes the program optional to parents and schools.

Amends existing law to revise fee provisions.
This legislation revises fees for the cervidae industry and gives the Director of the Idaho State Department of Agriculture (ISDA) the authority to set fees in the future.

Adds to existing law to revise rules regarding highway access.
The purpose of this legislation is to ensure that a balance between property access and the functional integrity of the road system is provided for when determining a right of access to a state highway affecting an area within a city.
Amends existing law to raise the age of possession for tobacco products and electronic cigarettes to 21.
This legislation will bring Idaho Statute into compliance with federal regulation (Title 21 Federal Food, Drug and Cosmetic Act), which was signed into law by President Donald Trump in December 2019, changing the legal age to purchase tobacco products from 18 years old to 21 years old.

Amends existing law to revise a definition and to remove a provision regarding applicability.
The purpose of this legislation is to remove current restrictions on the potential establishment of High Occupancy Vehicle (HOV) lanes on laned roadways in Idaho. Currently, the ability to designate HOV lanes is restricted to counties with less than twenty-five thousand (25,000) in population, and in which a resort city authorized to approve certain non-property taxes, pursuant to Idaho Code Section 50-1004, also resides. In general, the primary purpose of an HOV lane is to provide a tool that transportation planners can use to address traffic congestion where studies demonstrate an HOV lane would ease congestion better than other alternatives. Mosttrafficcongestionisoccurringinthestate’smostpopulouscounties–thosewithsubstantially more than twenty-five thousand (25,000) in population. This bill would remove the section of Idaho code that restricts the designation of HOV lanes to counties with twenty-five thousand (25,000) people or less, and in which a resort city resides.

Amends existing law to revise provisions regarding uncontested city elections.
Currently cities are the only local taxing authority that hold an election if all seats are uncontested. This legislation eliminates the requirement to hold an election if only one person files a declaration of candidacy or if there is only a write-in declaration for each office in a city election.

Amends existing law to revise provisions regarding regional airport authorities.
This legislation amends Idaho Code to reconfigure Idaho's geographic regional airport authority divisions and establishes a southern Idaho airport authority region. The bill would allow two (2) or more counties to create, manage, and dissolve a regional airport authority upon an affirmative vote of the said counties' voters.

Amends and adds to existing law to provide a public school funding formula for fiscal years 2022 through 2027 and to provide for student success incentive grants.
Adds to existing law to provide that bicyclists and mountain operators shall have certain liabilities and duties.
This bill establishes a new Chapter 33, in Title 6, to be titled the Responsibilities and Liabilities of Bicyclists and Mountain Operators. The new chapter would define certain terms, and outline duties for both mountain operators and bicyclists with respect to activity at Idaho mountain areas, as defined. This bill limits liability for mountain operators from actions against it by individuals undertaking the activity of bicycling on its property, recognizing that bicycling is an inherently dangerous sport and it is nearly impossible for mountain operators to eliminate risk. It also establishes responsibilities and affirmative acts for which mountain operators shall be liable, including posting signage and negligent actions.
Amends existing law to revise penalty provisions.
The purpose of this legislation is to amend § 25-2811 Idaho Code by removing conflicting language associated with vicious dogs and penalties regarding § 25-2810.

Adds to existing law to establish provisions regarding the Idaho Extended Employment Services Program.
The purpose of this legislation is to codify the Extended Employment Services (EES) Program. The legislation would statutorily establish the EES program with a twofold mission: 1) provide work skills training on a short-termbasisforIdahoanswiththemostsignificantdisabilitiesforwhomcompetitiveintegratedemployment has not been successful due to the specific limitations of their disability or disabilities; and 2) serve Idahoans withthemostsignificantdisabilitieswhorequirelong-termsupportsinordertomaintaincompetitiveintegrated employment due to the specific limitations of their disability or disabilities. The legislation would further stipulate that the EES program supports Idahoans who are not otherwise eligible for any other public program funding for like services, including Department of Health and Welfare Medicaid Waivers. In other words, the EES program would be the payer of last resort and would not supplant or duplicate any other public funding source.
