The purpose of this bill is to eliminate the tax on basic groceries. Those items exempt from taxation will be determined by a commission with 3 members of the House, 3 members of the Senate and three nutritionists appointed by the governor. It also eliminates the grocery tax credit.

This legislation sets up a structure where a greater degree of innovation can occur between teachers, students, and parents by focusing upon learning rather than seat time. Students that demonstrate they are self-directed learners can qualify for added flexibility.

Repeals existing law relating to the Coeur d'Alene River and Lake Commission.
Consistent with the Governor’s Red Tape Reduction Act this legislation eliminates the obsolete Coeur d’Alene River and Lake Commission. In 1931 the commission was created in statute but is no longer in existence. VariousotherStateandLocalagencies/organizations/commissionsarenowtaskedwiththeprotectionsofCoeur d’Alene River and Lake including the Governor’s recently formed advisory committee.

Relates to the appropriation to the Office of Information Technology Services for fiscal years 2022 and 2023.
ThisistheFY2023originalappropriationbillfortheOfficeofInformationTechnologyServices. Itappropriates a total of $16,974,800 and caps the number of authorized full-time equivalent positions at 135.00. For benefit costs, the bill increases the appropriated amount for health insurance by $850 to $12,500 per eligible full time FTP,includesaone-yearholidayofunemploymentinsurance, andadjustsworkerscompensationamounts. The billalsoprovidesfundingforpermanentemployeesfortheequivalentofa3%salarystructureshiftandprovides $1.25 per hour per eligible employee to be distributed based on merit for change in employee compensation. Thebillfundsfourlineitems, whichprovideadditionalfundsforfleetmanagement, officespace, anewvehicle, and personnel reclassification. Also included in this bill is a onetime FY 2022 supplemental, which provides $225,000 for a technical audit.

The proposed legislation is consistent with the Governor’s Licensing Freedom Act, by removing an outdated extended access licensure endorsement for Idaho licensed dental hygienists working in an extended access setting under the general supervision of a dentist.

This legislation addresses Heath Savings Accounts for State employees by making it easier for the Department of Administration to calculate the monthly amounts to be deposited in an employee's Health Savings Account.

Amends existing law to provide that a regular session of the Legislature shall adjourn by a certain date and to provide exceptions.
The purpose of this legislation is to establish some uniformity to the legislative session and process. By identifying a "not to exceed" sine die date, it will help the Legislature to be more deliberative and timelier in doing the peoples business. Exceptions to address a gubernatorial veto and declared disaster and emergency events are provided for. In addition, with the passage of a concurrent resolution by both the Senate and the House the session can also be extended.
