Amends existing law to revise the qualifications of inspectors.
ThisproposalwouldallowtheDivisionofBuildingSafetytoself-certifyinspectorswithouthavingtopayan outside agency to do so. Inspectors are already required to be licensed as a journeyman or master electrician, and as such maintain continuing education (CEUs) to keep their journeyman or master electrician licenses. The organizations currently providing the inspector certification do not require anything of the inspector in addition to that, but do require the payment of a fee.

Amends existing law to provide that a heating, ventilation and air conditioning apprentice may take a journeyman's examination in certain instances, to clarify terminology and to remove an obsolete provision.

Amends existing law to clarify a provision regarding the salary or wage of certain nonclassified employees and to provide that department directors and the administrator of the Division of Human Resources are authorized to seek certain remedies from certain employees who resign after receiving a recruitment or retention bonus.
To clarify ambiguity in Idaho Code Section 59-1603 (11) for the implementation, authorization, and enforcement of the issuance of recruitment and retention bonuses for non-classified employees.

Amends and adds to existing law to create a special property tax reduction for veterans who are 100% disabled.
Provides disabled Veterans who have a 100% service-connected disability to receive a special property tax reduction of $1,320, not to exceed the amount of the veteran's actual property taxes.

Amends existing law to remove the requirement that two semester credits of mathematics must be taken in the final year of high school.
This bill removes the requirement to take a senior math class from graduation requirements. Students are still required to take six semesters of math. Graduation requirements are found in IDAPA rule.

Amends existing law to revise the sales and use tax exemption for the Idaho National Laboratory.
This Legislation changes the sales tax exemption for research and development activities conducted at INL. Under current law, property used at INL "primarily" for research and development financed by the United States is exempt from sales tax. If R&D activity at INL is conducted in a public-private partnership in conjunction with other non-R&D activities, when the R&D component is not the "primary" use of the entire property, no sales tax exemption is allowed for the R&D at all. This legislation changes existing law to provide that the portion expended on R&D will continue to be exempt from sales tax even though non-R&D activities may also be conducted at the property. The property devoted to those non-R&D activities, of course, is not exempt from sales tax.

Appropriates and transfers $209,700 from the General Fund to the Pest Control Deficiency Fund for fiscal year 2018.
This legislation reimburses the Department of Agriculture for prior fiscal year costs to survey and control pests on state and private lands. Idaho Code authorizes the use of deficiency warrants under certain circumstances. The agencies pay the bills and return to the Legislature during the next session for the cash to reimburse those costs.

Appropriates $83,069,100 to the Department of Health and Welfare for the divisions of Independent Councils, Indirect Support Services, Healthcare Policy Initiatives, and Licensing and Certification for fiscal year 2019; limits the number of authorized full-time equivalent positions to 389.10; and provides legislative intent.
This is the FY 2019 original appropriation bill for the Department of Health and Welfare for the divisions of Independent Councils, Indirect Support Services, Healthcare Policy Initiatives, and Licensing and Certification. It appropriates $83,069,100, limits the number of authorized full-time equivalent positions to 389.10, and provides for nine sections of legislative intent language. For benefit costs, the bill removes $1,450 per eligible FTP to bring the annual employer contribution for health insurance down to $11,650 by including a two-month employee and employer premium holiday, adds a 6.8% increase for life insurance, and adjusts funding for workers' compensation in amounts that vary by agency. Funding for replacement items includes $2,567,600 for various IT projects, vehicles, and alteration and repairs. For statewide cost allocation, $587,300 is provided, as Attorney General fees will increaseby$467,700, riskmanagementcostswillincreaseby$56,200, StateControllerfeeswillincreaseby $71,400, and State Treasurer fees will decrease by $7,300. The bill also provides funding for a 3% ongoing merit-based salary increase for permanent employees, to be distributed at the discretion of the director, and a 3% increase in the compensation schedule. The bill includes the addition of eight line items. The first line item provides $989,400 for the Cisco Enterprise license agreement. The second line item provides $1,067,400 for the increased allocated costs related to the mainframe at the Office of the State Controller. The third line item provides 2.00 FTP and $118,900 for additional staff in the Criminal History Unit. The fourth line item provides 1.00 FTP and $60,800 for additional staff in the Medicaid Program Integrity Unit. The fifth line item provides 1.00 FTP and $68,400 for additional staff in the Fraud Analysis Unit. The sixth line item provides $700,000 for the Criminal History Unit Grant. Amends existing law to revise provisions regarding residency requirements.
This legislation amends Idaho Code, 33-3717B, dealing with the residency requirements for attendance at Idaho public institutions of higher education. This bill addresses three areas of the residency requirements. Thefirstamendmentchangesfrom6to8yearstherequirementthatpermitsanIdahostudenttoretainin-state residency status if they have left the state following their graduation from an Idaho high school, or if they left the state after completing any 6 years of elementary and/or high school education in Idaho and have returned to Idaho to attend an Idaho public institution of higher education. The second change applies only to graduate students and grants in-state residency status to any student who hasgraduatedfromacollegeoruniversityinIdaho;andlivedinIdahoforthelast12monthsofundergraduate education; and received a four-year degree from an Idaho undergraduate institution that is sufficient to be admitted into a graduate or professional program in Idaho; and enrolls in a Idaho graduate or professional program within 36 months of graduating with an undergraduate degree. The last change also applies only to graduate students and grants in-state residency status to any out-of-state student who is enrolled in a graduate or professional degree program after residing in Idaho for 12 months.

Stating findings of the Legislature and rejecting a certain rule of the State Public Defense Commission relating to Rules Governing Standards for Defending Attorneys that Utilize Idaho's Principles of an Indigent Defense Delivery System.
This is a Concurrent Resolution to reject Section 020., Subsection 01.d., of Docket No. 61-0107-1701 from the State Public Defense Commission. This section of the pending rule relates a Former Defending Attorney Roster.

Amends and adds to existing law to provide Idaho Rotary International specialty license plates.
LICENSE PLATES Creates a new Section in Idaho Code to provide for an Idaho Rotary International Specialty Licence Plate. This amends Chapter 4 Title 49 I.C. adding a new Section 49-420P I.C. Providing for Idaho International Specialty License Plates, and amending Section 49-402 I.C. to provide a correct code reference.

Amends existing law to provide for the classification, retention and destruction of law enforcement media recordings.
Section 31-871, Idaho Code, requires counties to retain all records, including digital files of video and audio recordings from body worn cameras, for a minimum of two years. Given the cost associated with management and storage of the digital media files associated with body worn cameras, many counties are currently unable to retain digital media recordings for the minimum requirement of two years. This legislation will add language to define digital recordings and a set minimum retention requirement for specified digital media files based upon the evidentiary value of the digital media file. These amendments will encourage counties to invest in digital recording devices by making the retention of county law enforcement records more achievable under county budgets.

This legislation changes the hours required for the practice of dentistry from 1,000 per year for five years to 3,500 over five years. 1,000 hours per year for 5 years does not take into consideration the changing circumstances of age, pregnancy, extended travel, or other life changes which may occur. 3,500 hours over 5 years allows more flexibility for lifestyle changes in the same timeframe.

Amends existing law to provide that certain artifacts, materials and buildings are held in trust for the people of the state of Idaho; to provide for the treatment of such collections; and to provide that such collections shall not be capitalized, defined as financial assets or sold to finance debt or infrastructure.
This legislation ensures that Idaho State Historical Society (ISHS) collections, held in trust for the people of the State of Idaho, are not treated as capitalized or financial assets; that the collections in ISHS custody support its mission and public trust responsibilities; and that the collections in its custody are protected, secure, unencumbered, cared for, and preserved.
