This concurrent resolution commemorates the adoption of the Great Seal of the State of Idaho for capturing the natural beauty, the varied industry, and the pioneering spirit of this great state. It also honors the memory of Emma Edwards Green, the only woman to design a state seal.

This concurrent resolution honors the work and achievements of Matt Paradis, native of Council, Idaho. Matt grew up on a ranch in Council, was Idaho High School Football Player of the Year for his division, became the starting center for Boise State University, then went on to start for the Denver Broncos in their Super Bowl 50 victory.

Stating findings of the Legislature and requesting that the State Board of Education adopt rules to provide for Idaho state government and Idaho history questions for the civics test given to high school seniors starting with the 2017-18 school year.
Starting with the 2016-2017 school year, graduating seniors in Idaho public schools and charter schools will be required to pass a civics test. This House Concurrent Resolution requests that the Idaho State Board of Education adopt a rule providing that at least 20% of the questions on that test will be specific to Idaho state government and history. It also requests that the Board strongly consider including in the civics test some or all of the questions provided to the Board relating to Idaho state government and history.
