This resolution encourages the Idaho Bureau of Emergency Medical Services (EMS) to follow-up on the 2012 town hall meetings report. It will help determine what progress has been made and what challenges remain in the recruitment, education, and retention of volunteer EMS providers in Idaho, with a focus on rural areas. Emergency medical services comprise a system of care for victims of sudden and serious injury or illness. It is estimated that the average U.S. citizen will require the services of an ambulance at least twice in their lifetime. Thus, the existence of effective EMS agencies is crucial in rural and frontier areas. Rural EMS agencies face substantial hardships. Few rural communities have paid EMS personnel, depending instead upon volunteers, who often work full-time in non-EMS related vocations within the community, yet continue to donate their personal time to provide pre-hospital care and receive training. To ensure the continuance of rural EMS agencies, town hall meetings will be conducted to solicit comments regardingcurrentruralEMSagencies'challengesandtocollectimportantrecommendationsforchangesthat must occur if rural EMS agencies are to remain viable.

Urging that the people of the State of Idaho and its state and county officials carefully monitor the State of Washington's actions regarding its time zone and be prepared to consider requesting that the United States Department of Transportation include Idaho's northern ten counties consisting of Benewah, Bonner, Boundary, Clearwater, Idaho, Kootenai, Latah, Lewis, Nez Perce and Shoshone within the Mountain Standard Time Zone and exempt those counties from Daylight Savings Time.

This Concurrent Resolution rejects executive agency rules under the provisions of Section 67-5291 of the Rules of the Idaho Stare Police relaying to the Rules of the Idaho Peace Officer Standards and Training Council due to the Legislature finding that the language is not consistent with the legislative intent.

Amends and repeals existing law referencing Eastern Idaho Technical College.
Eastern Idaho Technical College is established through Idaho Code. With the creation of the community college taxing district and the College of Eastern Idaho, those sections of Idaho Code specific to Eastern Idaho Technical College will need to be repealed. The repeal of the provisions specific to Eastern Idaho Technical College will allow the State Board of Education to dissolve the technical college as a legal entity and for the College of Eastern Idaho to fully assume the role of technical college for its area.
