Relates to the appropriation to the Department of Health and Welfare for fiscal year 2024.

This is the FY 2024 original appropriation bill for the Division of Welfare in the Department of Health and Welfare. DEPARTMENT OF CORRECTION- Relates to the appropriation to the Department of Correction for fiscal year 2023.

This is an FY 2023 supplemental appropriation to the Idaho Department of Correction. The Department of Correction received an appropriation to pay off the lease for its correctional alternative placement facility last fiscal year and an ongoing reduction to the budget for the lease payment. The lease payment was reduced from the incorrect expense class and this bill makes the correction to align the appropriation in the correct expense class.

Relates to the appropriation to the Office of the Secretary of State for fiscal years 2023 and 2024.

This is the FY 2024 original appropriation bill for the Secretary of State. It appropriates a total of $14,764,600 and caps the number of authorized full-time equivalent positions at 35.50. The bill funds eight line items. Line item 2 provides cybersecurity software; line item 3 provides 1.00 FTP for a customer service representative for business filings; line item 4 provides 1.00 FTP for a voting system specialist; line item 5 provides 1.00 FTP for a campaign finance specialist; line item 6 provides 1.00 FTP for a lobbyist specialist; line item 7 provides 0.50 FTP for a land board liaison; line item 9 provides for publication of the Idaho Blue Book; and line item 12 provides for an elections system upgrade. Also included is a FY 2023 supplemental appropriation of $81,400 and authorization of an additional 2.00 FTP to allow the office to hire three new staff - an executive assistant, elections data scientist, and elections education coordinator.

Relates to the appropriation to the State Board of Education for Community Colleges for fiscal year 2024.

This is the FY 2024 original appropriation bill for the Community Colleges. It appropriates a total of $61,710,500. The bill provides for a net increase of $51,100 for the enrollment workload adjustment (EWA). The College of Western Idaho was held harmless for 50%, or $383,000 of their calculated EWA decrease for the purpose of standing up a new entrepreneurial program at the college. The bill also funds six line items, which provide $82,200 for compensation equalization at the College of Eastern Idaho, $261,000 for compensation equalization at the College of Southern Idaho, $303,700 for increased nursing capacity at the College of Western Idaho (CWI), $447,300 for increased STEM student capacity at CWI, $294,800 for student outreach and recruitment at CWI, and $454,300 for an additional CEC at all four institutions.

Relates to the appropriation to the Public Schools Educational Support Program's Division of Educational Services for the Deaf and the Blind for fiscal year 2023.

This is an FY 2023 supplemental appropriation bill for the Public School Support Program's Teachers Division. The bill provides professional development funds for dyslexia training, screening measures, and other dyslexia requirements that were added in the 2022 legislative session with passage of H 731.
