Relates to the appropriation to the Medical Boards for fiscal year 2020.
This is the FY 2020 original appropriation bill for the Medical Boards. It appropriates a total of $6,809,500 andcapsthenumberofauthorizedfull-timeequivalentpositionsat51.20. Forbenefitcosts,thebillmaintains the current appropriated amount for health insurance at $11,650 per eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily reduces the rate agencies pay the Division of Human Resources for its services. Inflationary adjustments include $7,700 for increased credit card processingfeesandofficeleasecosts. For the Board of Pharmacy: $19,600 for licensing system maintenance and $4,800 for Microsoft Office 365. For the Governor's Technology Initiatives across the five agencies, the bill includes $4,300 for network equipment replacement,$25,200formobiledevicesecurity,and$41,100forOfficeofInformationTechnologyServices billings.

This is the FY 2020 original appropriation bill for the Department of Administration for the Bond Payments Program. It appropriates a total of $19,777,000. The bill funds two line items, which provide $8,300,000 for the Chinden Campus bond payment; and the removal of $400,000 due to the refinancing of the Prison Complex Bond in the Fall of 2018. The Bond PaymentsProgramconsolidatespaymentofthestate'sbondedindebtednessfortheconstructionofbuildings through the Idaho State Building Authority. There are 13 buildings paid for with bonds included in this appropriation.

This is an FY 2019 supplemental appropriation bill for the Public Utilities Commission. It provides $2,419,300 to relocate the agency to the Chinden Campus.

This is an FY 2019 supplemental appropriation bill for the Department of Administration, Permanent Building Fund. It provides $3,890,700 for renovation of the first floor's north wing and to begin the first phase of the east wing renovations in the Capitol building to provide additional office space for the House of Representatives. This appropriation has lump sum authority. This supplemental appropriation provides for a cash transfer in the amount of $3,890,700 from the General Fund to the Permanent Building Fund. The bill also requires any unused funding to be transferred back to the General Fund.

This bill also provides $62,160,300, with $37,697,800 going to the Idaho Transportation Department and $24,462,500 going to the local units of government for the Strategic Initiatives Program.

For benefit costs, the bill maintains the current appropriated amount for health insurance at $11,650 per eligible FTP; provides a 5.5% increase for the employer's share of PERSI contributions; and temporarily reduces the rate agencies pay the Division of Human Resources for its services. Inflationary adjustments include $700 for rent at the Water Center in Boise. Funding for replacement items includes $26,600 for a replacement vehicle. For statewide cost allocation, $34,900 is provided. The bill also provides funding for the equivalent of a 3% change in employee compensation for permanent employees, with a minimum increase of $550 for each employee and the remaining amount to be distributed based on merit. Funding for a 3% upward shift in the compensation schedule is also included. The bill funds three line items, which provide: $400 for GOV TECH 1 Core Network Equipment Replacement; $1,000 for GOV TECH 2 Mobile DeviceSecurity;and$16,300forGOVTECH4DepartmentofAdministrationBillings. Itincludeslanguage regarding the distribution of $100,000 in trustee and benefit payments to the 50 soil and water conservation districts.
