LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE RESOLUTION NO. 23 BY JUDICIARY, RULES AND ADMINISTRATION COMMITTEE A HOUSE RESOLUTION1 STATING FINDINGS OF THE HOUSE OF REPRESENTATIVES AND PROVIDING FOR THE2 AMENDMENT OF RULE 18 OF THE RULES OF THE HOUSE OF REPRESENTATIVES.3 Be It Resolved by the House of Representatives of the State of Idaho:4 WHEREAS, the House of Representatives deems it necessary and desirable5 that Rule 18 of the Rules of the House of Representatives be amended.6 NOW, THEREFORE, BE IT RESOLVED by the members of the House of Represen-7 tatives, assembled in the Second Regular Session of the Sixty-eighth Idaho8 Legislature, that Rule 18 of the Rules of the House of Representatives shall9 be amended to read as follows:10 RULE 1811 Call of the House. -- One-third of the members present may order a call12 of the House in the following manner:13 A call being moved and seconded, the Speaker shall require those desir-14 ing a call to rise, and if one-third of the members present shall rise, there15 shall be a call of the House. A call of the House being ordered, the Sergeant16 at Arms shall close and lock the doors to the east wing of the third floor of17 the state capitol building and no member shall be allowed to leave the Cham-18 ber. The Speaker shall immediately cause the roll of the members to be taken19 and note the absentees whose names shall be read and entered upon the Journal20 in such manner as to show who are absent with leave and who are absent without21 leave, and the Sergeant at Arms shall proceed to bring in such absentees; but22 arrest of members of absence shall not be made unless ordered by a majority of23 members present.24 While the House is under call, no business shall be transacted except25 to receive and act on the report of the Sergeant at Arms, and no other mo-26 tion shall be in order except a motion to suspend further proceedings under27 the call or to excuse absentees, which motion shall be determined by ayes and28 nays; and the motion to suspend further proceedings under the call or to ex-29 cuse members shall not be adopted unless a majority of the entire membership30 vote in favor thereof. While the House is under call, all members shall re-31 turn to their floor desks whenever business shall be transacted.32 When the Sergeant at Arms will make a report showing that all who were33 absent without leave are present, the call of the House may be dispensed with34 or the House may proceed under the call on a majority vote of the entire mem-35 bership, with its regular business.36 No motion for call of the House shall be entered after the House has com-37 menced voting by ayes and nays.38 The form of warrant for the arrest of absent members shall be as follows:39 _______ Session40 IDAHO LEGISLATURE41
