Since the founding of our county, leaders have called on Divine Providence through fasting and prayer for guidance and blessings. This resolution asks Idahoans to fast and pray on March 1, 2026 for Divine guidance and to help leaders find honorable and virtuous solutions for the problems facing our country and our state; and to fast and pray for moisture to replenish our water supplies.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 28 BY STATE AFFAIRS COMMITTEE A CONCURRENT RESOLUTION1 STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE PEOPLE OF IDAHO TO2 OBSERVE A DAY OF FASTING AND PRAYER ON MARCH 1, 2026, TO SEEK PEACEFUL3 RESOLUTIONS TO THE CHALLENGES FACING THE STATE AND NATION, TO PRAY FOR4 SNOW AND RAIN FOR IDAHO'S WATER SUPPLIES, AND TO PRAY FOR WISE DECISION-5 MAKING BY STATE AND FEDERAL LEADERS.6 Be It Resolved by the Legislature of the State of Idaho:7 WHEREAS, in these perilous times, our nation and the world are beset by8 escalating political violence, including grievous attacks and dire threats9 that rend the fabric of societal stability and peace; and10 WHEREAS, widespread protests across the United States, even in Idaho's11 own cities such as Boise and Pocatello, bespeak profound discontent over12 matters of governance, immigration enforcement, public lands, veteran bene-13 fits, and perils to social security; and14 WHEREAS, acts of violence at gatherings, economic uncertainties, fears15 attending immigration actions, and rising tides of antisemitism and divi-16 sion sow seeds of unrest in Idaho and throughout the land; and17 WHEREAS, water is the very lifeblood of Idaho, sustained by bountiful18 snows and rains to our mountains, yet the winter of 2026 hath brought scant19 moisture, leaving our lands parched and our waters diminished; and20 WHEREAS, throughout the annals of American history, in seasons of great21 affliction and national calamity, the federal government hath solemnly22 called upon its citizens to observe days of fasting, humiliation, and23 prayer, as when the Continental Congress issued at least fifteen proclama-24 tions for fasting, prayer, and thanksgiving between 1775 and 1784; and25 WHEREAS, President George Washington, in humble acknowledgment of26 Almighty God, proclaimed November 26, 1789, as a day of public thanksgiving27 and prayer to render thanks unto Divine Providence for His manifold mercies;28 and29 WHEREAS, President John Adams, amid gathering storms of war, designated30 May 9, 1798, as a day of solemn humiliation, fasting, and prayer, beseeching31 the Ruler of Nations to avert impending conflict; and32 WHEREAS, President James Madison, during the trials of the War of 1812,33 set apart July 9, 1812, as a day of public humiliation and prayer, entreating34 divine aid for the republic's deliverance; and35 WHEREAS, President James Buchanan, facing the shadows of national dis-36 solution, called for a day of humiliation, fasting, and prayer on December37 14, 1860, imploring God's mercy upon a divided people; and38 WHEREAS, President Abraham Lincoln, in the midst of the Civil War's bit-39 ter strife, appointed April 30, 1863, as a day of national humiliation, fast-40 ing, and prayer, urging the nation to confess its sins and seek reconcilia-41 tion under Providence; and42

2 WHEREAS, in more recent eras, the National Day of Prayer, ordained by1 Congress in 1952 and observed annually on the first Thursday in May, perpetu-2 ates this sacred tradition of seeking divine guidance in times of need; and3 WHEREAS, the State of Idaho hath long honored such observances, as4 when Governor Brad Little joined Idahoans in recognizing the National Day5 of Prayer in 2021, and the Idaho Legislature hath supported daily times of6 prayer during its sessions; and7 WHEREAS, kindred states in recent years have issued like calls, as Ten-8 nessee proclaimed July 2024 a month of prayer and fasting for God's mercy;9 Utah Governor Spencer Cox declared September 1, 2024, a day for national10 contemplation and June 29, 2025, a day of prayer and fasting for rain amid11 drought; and Texas Governor Greg Abbott set July 6, 2025, as a day of prayer12 for flood victims, urging citizens to seek solace and strength in faith; and13 WHEREAS, these proclamations oft invoke humility, repentance, unity,14 and earnest supplication for divine intervention in afflictions such as nat-15 ural disasters, societal discord, and moral decay.16 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-17 sion of the Sixty-eighth Idaho Legislature, the House of Representatives and18 the Senate concurring therein, that the Legislature humbly encourages the19 people of Idaho to observe March 1, 2026, as a day of fasting and prayer, vol-20 untarily uniting in a spirit of profound humility and repentance.21 BE IT FURTHER RESOLVED that on this solemn day, Idahoans are earnestly22 urged to fast and, in humble supplication, beseech Divine Providence for23 peaceful resolutions to the afflictions besetting our state and nation, in-24 cluding violence, protests, and societal discord, imploring guidance toward25 unity and reconciliation among all peoples.26 BE IT FURTHER RESOLVED that on this day, Idahoans are exhorted to fast27 and pray unto Almighty God for abundant moisture to replenish our state's28 vital water supplies, that our mountains may be crowned with snow and our29 rivers flow with life-giving waters.30 BE IT FURTHER RESOLVED that fervent prayers be offered unto Divine Prov-31 idence for our state and federal leaders, that they may be endowed with wis-32 dom to render decisions guided by justice, compassion, and unity, and for33 God's gracious blessings and protection upon Idaho's communities and fami-34 lies and this great nation.35 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa-36 tives be, and is hereby authorized and directed to forward a copy of this Res-37 olution to the Congress of the United States, to the Governor of Idaho, and to38 all appropriate faith leaders and faith organizations throughout the state.39
