As an independent Board, the Board of Denturity needs to have the ability to voluntarily raise their fees so that they can meet the costs of operation including those shared charges assessed against them for DOPL operations. The cost of the national testing is $1,000.00, so the cap on the application fee that has not had a cap adjustment since 1988 needs to be increased by the Board to cover those costs. Additionally, the Board believes they need to increase the Initial License fee cap to $1,000.00, and the biennial fee needs to be increased from $2,000.00 to $2,500.00. There are 25 licensed Denturists in the state of Idaho, and they agree that increasing these caps will allow them flexibility in fund planning so that they may remain solvent as a Board.

This legislation has no fiscal impact on the General Fund or any other funds of state government as it calls for self-imposed funding increases on licensed Denturists in the state of Idaho.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 718 BY STATE AFFAIRS COMMITTEE AN ACT1 RELATING TO THE FREEDOM OF CHOICE OF DENTURES ACT; AMENDING SECTION 54-3312,2 IDAHO CODE, TO REVISE PROVISIONS REGARDING FEES; AND DECLARING AN EMER-3 GENCY AND PROVIDING AN EFFECTIVE DATE.4

Be It Enacted by the Legislature of the State of Idaho:5

SECTION 1. That Section 54-3312, Idaho Code, be, and the same is hereby6 amended to read as follows:7 54-3312. FEES. The board shall be entitled to charge and collect the8 following fees subject to adjustment as prescribed by section 54-3309(c),9 Idaho Code:10 (a) An application fee (which shall include the cost of an examination11 when required) of not to exceed three hundred dollars ($300) one thousand12 dollars ($1,000);13 (b) An initial license fee of not to exceed six hundred dollars ($600)14 one thousand dollars ($1,000);15 (c) A biennial renewal fee of not to exceed two thousand dollars16 ($2,000) two thousand five hundred dollars ($2,500).17

SECTION 2. An emergency existing therefor, which emergency is hereby18 declared to exist, this act shall be in full force and effect on and after19 July 1, 2026.20
