H468, the Idaho Rangeland Improvement Act, was passed in the 2024 legislative session. While revenues are not derived from General Funds, we did not authorized continuous spending for any revenue source. This legislation clarifies that funding, regardless of the source, is continuously authorized so that projects can be prioritized and completed in a timely manner.

LEGISLATURE OF THE STATE OF IDAHO Sixty-eighth Legislature Second Regular Session - 2026 IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 587 BY RESOURCES AND CONSERVATION COMMITTEE AN ACT1 RELATING TO RANGELAND IMPROVEMENT; AMENDING SECTION 58-1504, IDAHO CODE,2 TO ALLOW FOR CONTINUOUS APPROPRIATION OF THE RANGELAND IMPROVEMENT3 ACCOUNT AND TO PROVIDE FOR REPORTING REQUIREMENTS; AND DECLARING AN4 EMERGENCY AND PROVIDING AN EFFECTIVE DATE.5

Be It Enacted by the Legislature of the State of Idaho:6

SECTION 1. That Section 58-1504, Idaho Code, be, and the same is hereby7 amended to read as follows:8 58-1504. RANGELAND IMPROVEMENT ACCOUNT -- ADMINISTERED BY DEPART-9 MENT. (1) There is hereby established in the state treasury an account to10 be known as the rangeland improvement account. Moneys in the rangeland im-11 provement account are hereby continuously appropriated to be used solely for12 the purposes provided by this chapter.13 (2) The account shall consist of moneys received by the state from14 sales, leases, fees, grants, or appropriations from the state or federal15 government, and grants from private foundations. Interest earned on moneys16 in the account shall be retained in the account.17 (3) The department shall administer the account and distribute account18 moneys in accordance with section 58-1505, Idaho Code.19 (4) The department shall provide an annual report to the joint finance-20 appropriations committee, senate resources and environment committee, and21 house resources and conservation committee. The report shall provide for22 all sources and uses of the moneys in the rangeland improvement account for23 the preceding fiscal year.24

SECTION 2. An emergency existing therefor, which emergency is hereby25 declared to exist, this act shall be in full force and effect on and after26 July 1, 2026.27
