STATEMENT OF PURPOSE

This bill will require a political action committee (PAC), which intends to make certain election expenditures, to disclose both direct and indirect individual contributors of contributions of $1,000 or more to the Secretary of State's Office before the receiving PAC may expend those monies in support of or in opposition to candidate in Idaho. If one or more entities that are not an individual or a business (e.g. a PAC or nonprofit entity) contribute(s) to the receiving PAC, the contributing entity's (or entities') contributors of $1,000 or more must be disclosed to the Secretary of State by the receiving PAC prior to the receiving PAC expending the related contribution on an election of a candidate. If one or more entities that are not an individual or business contribute(s) to one or more contributing entities, the contributing entity's (or entities') contributors of $1,000 or more must also be disclosed by the original receiving PAC before expending the monies contributed on any election or measure on the ballot in Idaho until every contributor of $1,000 or more is disclosed.

This bill is not anticipated to have a fiscal impact on the State General Fund as the legislation compliments existing campaign finance laws.
