This legislation amends certain timelines and provisions in the Child Protective Act to promote more frequent judicial review of cases and to expedite the permanent placement of children in adoptive homes when parents fail to complete court-ordered case plans. Both are intended to decrease the time children spend in foster care throughtheIdahoDepartmentofHealthandWelfareandtoincreasethetimethesechildrenspendinsupportive, permanent homes.

Estimates are as much as a two month improvement in time to permanency. Currently, the range to permanency is from about 6 months to 27 months. A two month improvement would generate a savings of about $1,264.00 per child. That savings estimate is based on current foster parent reimbursement only. More savings could be generated if a child is in a congregate care setting rather than in foster care and achieves permanency two months faster. Approximately 1,200 youth a year achieve permanency in Idaho. With these assumptions, beginning in the fiscal year of 2027 savings could be as much as $1,011,200.00 The estimated split in funding is: General funds $535,936.000; Federal funds $475,264.00.
