This joint memorial does not increase of decrease public revenues or expenditures, although the loss of Mr. Adams will undoubtedly present future challenges in cost containment at the Idaho Department of Health & Welfare. It is to be hoped that this will be offset by the salubrious effects of improved management at the United States Department of Health and Human Services.
