The purpose of this legislation is to protect and expand access to healthcare for Idahoans, particularly those in rural areas, by ensuring the integrity of the federal 340b drug discount program. The 340b program allows certain qualified organizations, such as federally qualified health centers (FQHCs), to access discounted prescription drugs. These savings are reinvested into expanding healthcare services and providing discounted medications to uninsured individuals. Recent restrictions by pharmaceutical companies have limited access to 340b drugs in rural areas, contrary to the program's intent. This legislation prohibits pharmaceutical manufacturers from interfering with the delivery of 340b drugs to contract pharmacies or imposing unnecessary conditions on 340B program participation. It also ensures that safety-net clinics in rural Idaho can partner with local pharmacies to distribute discounted medications, safeguarding affordable healthcare access for underserved communities.
