STATEMENT OF PURPOSE

This bill moves the Emergency Medical Services Bureau (EMS) from the Department of Health and Welfare (DHW) and relocates it into the Idaho Military Division (IMD), which already coordinates emergency management with state and local government through the Office of Emergency Management. All existing EMS programs at DHW (except the Public Health Preparedness and Response Program) will be moved effective July 1, 2025. The DHW Director and the Adjutant General at the Military Division will work together to coordinate the transfer of EMS services. The law sunsets the EMS program’s rulemaking authority on and after July 1, 2027, and expresses the intent of the legislature that the EMS program propose the codification of any necessary EMS rules in the chapter created in this bill before the adjournment sine die of the first regular session of the 69th Idaho Legislature.

Upon passage of this bill and effective July 1, 2025, FY 2026 base appropriations with a net reduction of 2.0 FTP and $123,600 transfers from the DHW to the IMD as follows: Remove from the Department of Health and Welfare Division of Public Health's Emergency Medical Services appropriation unit (HWBB) FY 2026 Base: 32.8 FTP, $156,400 Cooperative Welfare General Fund, -$180,000 Cooperative Welfare federal fund, $1,338,000 Cooperative Welfare Dedicated Fund, $3,468,000 Emergency Medical Services fund (17800), $1,7000,000 Emergency Medical Services III (19000), and $449,100 Time sensitive Emergency Registry Fund (19200). Total funds removed $7,291,800. Add to Military Division 30.8 FTP, $156,400 General Fund, $180,000 Federal Fund, $1,338,000 Miscellaneous Revenue Fund, $3,344,400 Emergency Medical Service Fund (17800), $1,700,000 Emergency Medical Services Vehicle and Equipment Grant Fund (19000), and $449,400 Time Sensitive Emergency Registry Fund (19200). Total funds added $7,168,200.
