This legislation modifies Idaho Code section 56-265 to raise the minimum risk sharing level within agreements between the Idaho Department of Health & Welfare and Value Care Organizations (VCOs).

Value Care Organizations (VCOs) are limited in their ability to create and share savings with the state due to their ability to select conservative risk sharing levels. Raising the minimum risk sharing level in VCO contracts will increase the financial risk to which VCOs are exposed, thereby increasing savings potential for the state.
