This legislation addresses the rising costs of operating and maintaining Idaho’s state parks, and the need to maintain our non-motorized trail system. It does so by replacing the Parks Passport with a Parks and Trails Passport, which will cost $20 per year. $16 of that fee will go into the Parks and Recreation Fund for personnel andoperations. $4willgointothenewlycreatednonmotorizedrecreationfund. Moneyinthatfundwillbeused to maintain, construct, or develop public non-motorized recreation access on private, state, and federal lands. This legislation spells out the uses and constraints of that fund within the Parks and Recreation department.

This bill sets the user fee for a Parks and Trails Passport at $20 instead of the current $10. It would generate an estimated $2.69 million in additional operating revenue for the Parks and Recreation department, and $1.78 million in revenue for the non-motorized recreation fund. The Parks Passport generated $4.48 million in 2024. All funds will be subject to appropriation.
