Proposes an amendment to the state constitution to revise the percentage of assent required during statewide election years.

Limitations on county and municipal indebtedness including schools: If the election is held in a year in which statewide elections are not held, a two-thirds majority approval shall be necessary to approve such indebtedness; and if the election is held in a year in which statewide elections are held, including presidential elections years, a fifty-five percent majority approval shall be necessary to approve such indebtedness.
