Amends existing law to revise provisions regarding certain special assessments.

Excessive use fees and special assessments have been a tool that irrigation districts have used to provide proper incentives to water users to follow their water rights and mitigation plans. Over time, the statutory limit of $100 per acre foot of excess water use has lost effect due to inflation and increased commodity prices. This legislation, requested by irrigation districts, brings that limit up to current times and provides a disincentive to overuse of irrigation water.
