Amends existing law to implement a cost per mile user fee for vehicles weighing more than 60,000 pounds.
This legislation is not intended to be a revenue raising measure. Itreplacesthecurrentfive(5)tiersystemofregisteringallcommercialandfarmvehicleshavingamaximum grossweightinexcessofsixty-thousand(60,000)pounds. Thecurrentregistrationisbasedonthemaximum gross weight of a vehicle as declared by the owner and the total number of miles driven on roads and highways in the state, county, city, and highway district systems in Idaho to determine the appropriate tier. This legislation establishes a base fee or a plate fee of two-hundred eighty dollars ($280), which is an annual registration fee and shall be due on the anniversary date of the vehicle's registration. Inadditiontotheregistrationfee, thereshallbepaidonallcommercialandfarmvehicleshavingamaximum gross weight in excess of sixty-thousand (60,000) pounds, a mileage fee based upon the maximum gross weight of a vehicle as declared by the owner and the total number of miles driven on roads and highways in the state, county, city, and high district systems in Idaho regardless of the state in which the vehicles is registered. The mileage use fee shall be determined by multiplying a cost-per-mile charge by the total miles driven in Idaho. The mileage use fee chart replaces the current five (5) tier system for total miles driven.

Amends existing law to phase out the distribution of funds from the Highway Distribution Account to the Law Enforcement Account, and reallocating those funds to local units of government and the State Highway Account for transportation.

Adds to and amends existing law to provide for the issuance of certain bonds and to establish the Transportation Expansion and Congestion Mitigation Program Capital Project Fund and the Transportation Expansion and Congestion Mitigation Program Debt Service Fund.
This legislation amends the Transportation Expansion and Congestion Mitigation (TECM) program found in Idaho Code § 40-720 to provide for a bonding mechanism for the funds already received in that section. Currently under Idaho Code § 40-720, the Idaho Transportation Department (ITD) is tasked to evaluate projectsbasedonmitigationoftraffictimes, improvementtotrafficflowandmitigationoftrafficcongestion. Once the evaluation is completed by ITD, the Idaho Transportation Board (ITB) chooses the projects. The current law allows TECM funds to "finance projects." This legislation provides a financing mechanism using the Idaho Housing and Finance Association (IHFA) to issue bonds secured by TECM funds to finance projects approved by the ITB. It also states that the ITB shall take into consideration the mitigation of traffic congestion caused by the establishment of the State offices campus located at Chinden Boulevard and Cloverdale Road in Boise. Finally, the legislation specifies that the 1% sales tax used to fund TECM, but not less than $15 million dollars, is continually appropriated to the TECM fund for the ability to support and finance TECM projects.

Provides authorization to the Joint Legislative Oversight Committee to authorize the Office of Performance Evaluations to hire a consultant to study highway district consolidation and to review the role of the Local Highway Technical Assistance Council.
This Concurrent Resolution directs the Office of Performance Evaluations (OPE) to develop, using a qualified out-of-state consultant, an independent evaluation regarding the implementation of a county-wide highway district system in Idaho. It will also include an analysis of the Local Highway Technical Assistance Council (LHTAC). OPE's evaluation will address specific and unique characteristics of our State, such as weather, terrain, size, and many remote rural regions.
