Adds to existing law to establish the Government Noninterference in Bond and Levy Elections Act.

Amends existing law to provide that the state lottery may employ an electronic display for reporting a winning or losing lottery outcome when the displayed lottery outcome is associated with a printed lottery ticket presented by a player.
This legislation simply requires that a lottery outcome be associated with a printed lottery ticket as is typical with most lottery games. It intends to maintain the slow pace of the lottery experience to help maintain the original "for entertainment purposes only" flavor of the lottery. This bill would affect the electronic Touch Tab machines currently in use and prohibit other "casino-like" games in the future.

Adds to and amends existing law to provide that certain vehicles shall be subject to inspection for dyed fuel; to provide conditions under which inspections may be conducted, to provide that specified provisions of law shall not be construed to require reporting of violations to the federal government, to provide for the limitation of inspection authority, to provide for outreach and education, to provide exceptions to applicability; to provide that the presence of dye in certain motor vehicles at a designated concentration or greater shall constitute a violation of specified law, to provide that certain persons may inspect, collect and secure samples of special fuel to detect the presence of dye under specified conditions; and to provide for fines.
The purpose of this legislation is to provide a practical inspection method to ensure compliance with current Idaho motor fuel tax law and a minimum of disruption to the public. Dyed diesel is diesel fuel that has been markedtoidentifyitasfuelthatisnotsubjecttofuelstaxwhenpurchasedanditisunlawfultouseinamotor vehicle on the highway. Dyed diesel may only be used in equipment and vehicles not subject to the motor fuels tax such as unlicensed equipment, farm equipment (such as combines, tractors, etc.), and in vehicles operated exclusively by federal, state or local government. Diesel used in all other vehicles on a highway is taxed at 24.4 cents per gallon at the federal level and 32 cents per gallon at the state level for a total fuels tax of 56.4 cents per gallon. Violation of the use of dyed diesel is evasion of Idaho State tax law and is subject to a civil penalty.
Amends existing law to provide that certain persons who employ unlicensed engineers or land surveyors shall be guilty of a misdemeanor and to provide an exemption.
Theamendmentclarifiesthatunlicensedpracticeofengineeringorlandsurveyingisaviolationofthestatute. Expert testimony in legal proceedings is excepted.
Amends existing law to extend eligibility for master teacher premiums to pupil service staff employees under certain conditions.
During the 2015 Legislative Session the legislature requested the Board add pupil service staff to the career ladder and the Master Teacher Premium provisions. Pupil Service Staff were added to the career ladder in 2016 and this amendment to Section 33-1004I, Idaho Code, will allow pupil service staff to be eligible for the Master Teacher Premium. Allowing pupil service staff to be eligible for the Master Teacher Premium is consistent with the Task Force subcommittee recommendation adopted by the Board at a September 2015 Special Board meeting. Should this legislation be approved, the Board will develop a rubric for determining the level of mastery necessary for instructional staff and pupil service staff to receive the master educator premium.

Repeals, amends and adds to existing law to revise the process for garnishment.
This proposal amends existing law regarding wage garnishment and associated court, service, collection and enforcement procedures. It consolidates existing statutory titles and chapters governing civil suits regarding wage garnishments into a single title 7 new chapter 11. The bill empowers the Idaho Supreme Court to establish consistent forms for interrogatories and claims of exemption from wage garnishment. It requires financial institutions to review funds in accounts to avoid disturbing federal or state protected funds of an account holder. Clarifies the process for debtors to file claims of exemption protecting certain assets against wage garnishment. Requires county commissioners to adopt a fee for the delivery of a wage garnishment court order and writ by a county sheriff, and to post the sheriff fee's methodology on the county website and submit it to the Supreme Court for posting on the state website.

Adds to existing law to provide for the appointment and salaries of staff attorneys for judicial districts.
First, the intent of this legislation is to remove the personnel cost of staff attorneys, who work for the district judges at the county level, from the counties and place them officially as employees of the Idaho Supreme Court. The purpose is to ensure staff attorneys are being paid by the entity which employes them. Secondly, this is intended to remove pressure from the county's justice fund levy.

This bill amends the optometrists chapter of the Idaho Code to require that by January 1, 2019, all applicants for a license to practice optometry and all existing licensees must be qualified to use therapeutic pharmaceutical agents. The bill also removes the requirement that optometrists display their license in a conspicuous part of their office and removes duplicative licensing language.

Amends, repeals and adds to existing law to move a provision for spousal tax relief to the collections portion of the tax code.
This bill moves the statute for spousal relief from the income subtraction section of the Idaho income tax act and moves it to the collections area of the income tax act. This bill also makes some minor technical corrections to code section 63-3022 which references the bill being moved.

Amends existing law to establish the right of a taxpayer to an independent administrative redetermination and to provide restrictions on ex parte communications among State Tax Commission staff.
