Amends House Rules 6, 10, and 17 regarding the introduction of bills.

This legislation is designed to create a path forward so that a bill can be heard if the Chairman will not hear the legislation. This also removes all personal bills but makes it possible to receive an introductory print hearing, if you receive support from 50% of the committee.
