Amends existing law to revise a provision regarding consent to the transfer or exchange of foreign offenders.

This legislation seeks to amend current language to reflect the Commission of Pardons and Parole's role in making treaty transfer decisions. In previous years, the Department of Correction has delegated this responsibility to the commission. The commission has been responsible for this process since 2006.
